Just had a look at the Tube Map published May 2007 and it looks like Transport for London don’t seem to think that the Bakerloo line is very important…take a look to see what I mean!

What’s the Central line restriction? »
Maybe why the bakerloo is omitted is due to it having no comments of note, such as stations with restricted opening times or special services, like the other lines.
Well Roger, I have to argue two points about what you have said.
1. As you may have not already read at the top of the photo, there is also a ‘Key to Lines’, and so the Bakerloo line should be there. If I was a tourist, I would to like to know what the brown coloured line is called on the map!
2. Look at the Jubilee and Victoria lines. Do they have restricted opening times or special services? No, and yet they are there! If your theory was to hold, we might as well have omitted the Jubilee and Victoria lines as well don’t you think?
